Pender County VINELink Coverage
North Carolina calls its program the North Carolina Statewide Automated Victim Assistance and Notification service, or NC SAVAN. It is delivered through VINELink and VINEMobile. Registration is free. The service can report custody status and send notices about changes for participating county jail and state correctional records.
For Pender County, coverage crosses two distinct systems. Pender County Jail is run by the Sheriff’s Office and holds local detainees as well as some people temporarily housed for NCDAC. Pender Correctional Institution is an NCDAC state prison. NC SAVAN can also cover state probation and post-release-supervision events. Those records must not be merged simply because the same name appears in both.
VINELink is not the federal Bureau of Prisons locator, an ICE locator, or a US Marshals historical database. A transfer out of Pender County Jail can lead outside NC SAVAN’s record path. The held-for agency and the sheriff movement record help identify which system comes next.
Search Pender County on VINELink
A one-person search begins with identity, not with status. Common names require more than a name match. Compare the listed agency, custody or offender identifier, age or birth information when shown, and the last known facility. A Pender County Jail entry and an NCDAC entry can describe two stages in the same person’s custody history.
- Open the official North Carolina VINELink route and select the People search.
- Enter the person’s name or known custody or offender ID. Try accurate name variants when the first query returns no match.
- Compare each result’s agency, identifier, descriptors, and last known location. Do not select a record based only on a shared name.
- Open the correct record and read the current reported status and event wording.
- If both a Pender jail record and an NCDAC record apply, open and monitor each one separately.
No result is not proof that the person was released. The query may use the wrong name form or identifier. The person may have moved to an agency outside the service, or data may not yet match. Retry with known details, call NC SAVAN at 1-877-627-2826, and use the full Pender County released inmate search to identify the custodian.
Pender VINELink Release Fields
The result screen must be read in context. A released or out-of-custody label supports a reported status change. It may not state whether the cause was bond, time served, dismissal, transfer, or another action. An approximate prison release notice is also different from the Actual Release Date in an NCDAC record.

The interface should be used to find and monitor a specific agency record, then paired with the sheriff or NCDAC source when the exact event matters.
Register Pender County Release Alerts
Registration works best while the person is still in custody. Select the correct Pender County or NCDAC record before entering contact details. The person named in the record is not told who registered. Keep the confirmation information secure and update contact data if it changes.
- Choose Register or the notification option on the verified record.
- Select the available phone, text, email, or TTY methods that fit the need.
- Enter the destination information carefully and create the requested four-digit PIN, especially for telephone notices.
- Save the agency name, record identifier, selected delivery methods, and PIN in a secure place.
- When a telephone notice arrives, enter the PIN to acknowledge it. North Carolina guidance says attempts may continue at intervals for 24 hours if the call is not confirmed.
More than one delivery route can reduce the chance that an alert is missed. Each channel still depends on current contact information and timely agency reporting. Why Pender Inmate IDs Split
Pender County’s local setup makes dual registration especially important. The county jail temporarily houses some NCDAC people, while Pender Correctional Institution operates nearby as a separate state prison. A local jail custody number is not the permanent NCDAC offender number. The two records are not duplicates merely because they share a name.
A person can leave the Pender County Jail record and then appear as an Active Inmate in NCDAC Offender Public Information. That change means transfer into state prison custody, not release to the community. Registering only the county ID can leave a gap after the handoff. Registering the NCDAC number follows the state stage, subject to the events available through NC SAVAN.
The reverse distinction also matters. An ordinary jail-only booking may never create an NCDAC entry. Searching the state offender database and finding nothing adds no proof of release. The local sheriff record remains the right source.
Read Pender Release Notices
When an alert arrives, note its date and time, the agency named, the identifier, and the exact event words. Reopen the source. Determine whether it reports released, transferred, escaped, another custody change, a supervision event, or a projected prison release. Similar-sounding messages can have very different legal meanings.
NC SAVAN coverage may include custody changes, approximate prison release, supervision hearing or disposition, absconding and capture, and supervision termination, discharge, or death. It does not provide parole-review notification under NCDAC guidance. Eligible older-law parole matters belong with the North Carolina Post-Release Supervision and Parole Commission and its monthly review channel.
- Released or out of custody
- A reported change from the named agency; it may not state the legal reason or destination.
- Transfer
- A move between custodians. It is continued custody, not community release.
- Projected release
- An estimate that can change with sentence calculations, court action, or detainers.
- Discharge
- The end of a specified supervision or sentence status, which should be checked against the full agency record.
- Absconding
- A supervision status indicating that NCDAC identifies a person as avoiding supervision, not a new conviction.
Confirm Pender County Release Alerts
A VINELink alert can be the earliest signal, but the administrative record is stronger evidence. For Pender County Jail, compare the alert with the official Pender sheriff custody portal, call Jail Division at 910-259-1353, or request the release or movement sheet through Pender County NextRequest. Ask for the date and time custody ended or changed, the recorded event type, and the receiving agency or destination. A current or dated jail roster is only a custody snapshot.
For a state prison or supervision record, use the NCDAC Offender Public Information search. Overall Active Inmate status means current state prison custody. Active Probationer/Parolee means community supervision. Inactive can reflect a formerly active case. Review Actual Release Date, Projected Release Date, sentence service status, and all sentence rows because an expired term does not cancel another active term.
Court records can explain bond, dismissal, judgment, probation, or time served. They do not record the exact moment jail staff completed release, and another charge or detainer may remain. Federal custody must be checked through BOP, ICE, USMS, and court sources as appropriate, not VINELink.
Build a Pender Release Match
The most reliable conclusion joins two compatible records. A Pender County custody-change alert plus the sheriff movement sheet can confirm the local event. An NCDAC notice plus Actual Release Date and overall state status can confirm the end of state prison custody. A court order plus the sheriff record can connect legal authority with physical departure.
Keep the wording narrow. “NC SAVAN reported out of custody from Pender County Jail, and the sheriff movement record shows release by bond” is more precise than “VINELink proves the case ended.” A transfer notice should name the receiving system when the record does. The person may remain confined or enter post-release supervision after leaving one facility.
A state supervision notice needs its own check. The NCDAC public record may show Active Probationer/Parolee after prison release, meaning the person is in the community under correctional supervision rather than fully discharged. A later termination or discharge event can end that status. Detailed officer notes and supervision files are not generally public, so use the public status and permissible agency confirmation without expecting access to the complete case file.
Parole review is a separate North Carolina channel. NC SAVAN does not provide parole-review notifications according to NCDAC guidance. For an eligible older-law case, use the Commission’s monthly discretionary review reports and contact the Commission for information it may lawfully provide. A parole-review result, projected prison notice, and completed release are three different events.
Keep registrations current after any agency handoff. Confirm that phone numbers and email addresses still work, retain the PIN, and review each active record. If a call is missed, the repeated-attempt rule helps only when the contact route remains valid. The administrative release record still supplies the durable answer after the notice cycle ends.
