Pender Federal Release Pathways
No stand-alone BOP prison or ICE detention center was identified in Pender County's official materials. The local connection begins with a documented agency or destination. Pender's sheriff portal includes U.S. Marshals and out-of-county holding categories, which shows that federal custody can intersect with the county jail. It does not establish that any named person is federally held.
Three paths require separate treatment. BOP keeps sentenced federal inmate records and can show a past Release Date. ICE ODLS covers many current detainees and some people recently released from ICE custody. USMS handles federal pretrial detention and transport but has no comparable public historical release locator in the reviewed sources. A county movement sheet and federal docket often provide the bridge.

Confirm a Pender Federal Release
Start with the last known custodian. If Pender County Jail held the person, obtain the sheriff movement or release record and read the receiving-agency field. If a federal court case is known, inspect the docket for a release order, detention decision, sentence, supervised-release term, or transfer. Then use the locator tied to the named federal agency.

- Request the county movement record when the destination is missing.
- Search BOP by register number or ICE by A-number when that identifier is available.
- Match name, birth data, country, and agency before treating a result as the same person.

The Pender released inmate search covers the county, state, court, notification, and federal sequence. It is often necessary to move through more than one official system because each tracks only its own custody.
Important: “Released” means released from the named custodian unless another record proves release to the community.

For USMS records, the official USMS FOIA page explains the request channel. A request should describe the person, approximate period, district or case, and the record sought.

Pender Federal Custody Map
The Pender portal's local agency choices make the transfer risk concrete. Categories include neighboring counties, out of county, safekeeping, hospital, Pender Correctional, Probation and Parole, and U.S. Marshals. Those options show possible routes from a local booking. They are not proof that a route applied to a specific person without a matching record.
A police-agency name also does not create a separate long-term municipal jail or federal release list. Burgaw, Surf City, Topsail Beach, and other agencies may arrest, while actual custody can be booked at Pender County Jail. Follow the custodial record rather than the arresting label, and request the movement sheet through Pender NextRequest when the destination is unclear.
Pender Center Is Not Federal
Pender County's new Law Enforcement Center at 1417 Old Savannah Road was described as a county detention project with anticipated fall 2026 completion. It does not create a BOP prison, ICE detention center, or USMS locator. Until the county announces an operating move, use the current Walker Street jail record for the local segment. After opening, recheck the sheriff address and movement process while keeping federal records with their federal custodians. The governing record still follows the actual custodian.
Pender BOP Release Records
The BOP Inmate Locator covers federal inmates from 1982 forward. Search by BOP, DCDC, FBI, or INS number, or by name with demographic details. The result can display name, register number, age, race, sex, Release Date, and Location. A past date with RELEASED or without a current institution supports the conclusion that BOP custody ended.

The official locator image shows the federal search route, which must be kept separate from Pender County Jail and NCDAC records.
That result does not answer whether federal supervised release began, whether state or local custody followed, or whether an immigration detainer took effect. Read the federal docket for the sentence and supervision term. If another agency appears, search that agency. A future BOP release date is projected and can change, UNKNOWN means term information is not determined, and IN TRANSIT does not mean release.
Older federal records may require the National Archives. A focused BOP records request may help with a former inmate's record, but identity, authorization, exemptions, and privacy rules can apply.
Pender ICE Release Traces
ICE ODLS may retain some people released from ICE custody for 60 days. That post-release window is unusual because many live custody systems remove released people quickly. Search with an exact nine-digit A-number and country of birth, padding leading zeros when needed. The alternate search uses exact name, birth country, and date of birth.
ODLS excludes searches for people under 18 and is not complete. A no-result can stem from spelling, the 60-day scope, data timing, transfer, release, or an excluded record. It cannot prove that the person entered the community. Confirm the Pender movement destination, retry exact identifiers, and contact ICE ERO through official channels when the result remains unclear.
A Pender County Jail release to an ICE detainer is a transfer. If ODLS later reports release from ICE custody, that is a second event and should be dated separately.
Pender USMS Movement Records
The U.S. Marshals Service commonly handles federal prisoner transport and detention placement, but the research found no public USMS historical locator equivalent to BOP. A person held at Pender County Jail for the U.S. Marshals may move to another contract facility, appear in a federal case, later enter BOP after sentencing, or receive a court-ordered release.
Use the sheriff record to confirm the local departure. Then search the federal docket for detention and release orders. If the person was sentenced to BOP custody, the BOP locator becomes relevant. A narrowly described USMS FOIA request is the fallback for agency records, subject to legal exemptions.
“Not in BOP custody” cannot settle a USMS pretrial question. BOP and USMS cover different stages, so silence in one system is not a status finding about the other.
Match Pender Federal Identities
Federal and immigration searches depend on exact identifiers. A BOP register number belongs to the federal prison system. An ICE A-number is different and should be formatted as nine digits for ODLS. The county booking record may carry another local number. Keep each number labeled with its source so that a result from one agency is not attached to the wrong person or custody stage.
Name-only searching needs care. Compare birth data, sex, race where displayed, country of birth for ICE, last known agency, and case details. A common name or a missing result cannot support a release conclusion. When a record changes systems, use the earlier movement destination and court case as the link between identifiers.
Pender Detainers After Release
A detainer is a request or notice that another authority wants custody or notification before release. Pender County Jail and NCDAC can both record detainer-related movements. When one custodian hands the person to another, the first agency may correctly report release while physical confinement continues.
Build a custody timeline with separate rows for Pender jail departure, USMS or ICE transfer, BOP admission, BOP release, and any later supervision. Dates should retain the agency name. This prevents one agency's “released” label from being treated as the end of all justice-system involvement.
BOP's online locator begins with federal inmates held from 1982 forward. Older custody may require a National Archives search. A focused request should identify the person, approximate dates, federal district or case when known, and the exact release or transfer record sought. Historical silence in a current locator does not prove the earlier federal custody never occurred.
